Since Romania is a part of the European Union, it has applied for representative democracy and an open market economy.
The executive body of the European Union has decided to decentralize public works tenders in Romania and autorize the Management Authority of the country to approve the projects. Thus, the EC has allocated the funds to Rumania for the period 2007 - 2013, which are distributed among the Cohesion Fund, Structural Funds and Agricultural Development Funds.
The principal rules are: free competition, efficient use of public resources, transparency, equal treatment, protection of confidentiality and intellectual property protecion of competitors.
Taking into consideretion that country's development in the transport infrastructure sector is rather slight, Romania is devoid of the solvent domestic companies to develop important works. This makes Romania a source of great opportunities for the Spanish companies specialized in this field.
The lack of infrastructure and development of certain services in Romania, the need to renew the industrial and technology base and overall modernization of the economy, constitute very important incentive for the Spanish companies. The professionalism achived in last years by the Spanish developers and the technical capacity to undertake the large projects make them more competitive comparing to the local and foreign companies.
There are different bussiness opportunities depending on the way of communication: government plan to modernize highways and highway infastructure, reconstruction of railroads, modernization plans for airports, creation of the conection between the Danube and Rhine and restart of the project of building a port near Bucharest.
