Employee secondment
In order for a foreign employee to work independently or as an employee in Turkey, he/she needs both a residence permit and a work permit.

Employee Expatriation
In order for a foreign employee to work independently, or as an employee in Turkey, they need both a residence permit and a work permit.

Application for a residence permit

If you have a residence permit valid for at least six months, you can apply to the Turkish Ministry of Labor and Social Security. If this is not available, the work permit must be applied for at the Turkish Consulate in Germany.
